Adam... Probably the easiest way is to read the readme for inetd in
/usr/doc/Cygwin. Then, run iu-config and make sure the line for ftpd is
uncommented. Then, /usr/sbin/inetd --install-as-service. Then, net
start inetd.
Since you didn't provide what OS you're running, I'll assume NT or
derivative. Why not use the one from IIS? Or, why not use something
Windows-based like War-FTPD? Or... Linux or *BSD?
